Because of the vast inequality of Valentine gifts between the sexes, there was a government programme put in place that automatically gave men something for Valentine's Day.
It could be anything. It could be chocolates, kissograms... anything. Even if the guy was spoken for, there would be a team of busty beauties making his day, even if he was in front of his girlfriend.
This programme made the guys feel important and wanted. It revolutionised Valentine's Day.
